Manchester City could thwart Chelsea’s summer plans of signing Declan Rice with the Premier League champions ready make a bumper offer for the West Ham United maestro.

Rice is all but certain to attract the interest of England’s biggest clubs over the summer with London giants Arsenal and Chelsea keeping close tabs on the England international who is tipped to leave The Hammers.

According to a report from The Daily Express, it is claimed that Man City are interested in signing the former Blues youth academy product and Pep Guardiola’s side could hold an advantage over the other suitors in the chase.

City could make an offer to West Ham involving Rice’s England teammate Kalvin Phillips who is wanted by West Ham as the former’s successor in the engine room despite Phillips failing to impress at the Etihad in his debut campaign.

West Ham head coach David Moyes was keen on Phillips before he left Leeds United to sign for Man City and the 27-year-old remains a name on the shopping list for Moyes.
