Atletico are braced for offers from the Premier League with the likes of Manchester United and Arsenal keeping close tabs on the 23-year-old Portugal international following his fall down the pecking order at the Wanda Metropolitano.
Felix is understood to be out of favour under Diego Simeone in the Atletico fold and after his impressive displays at the World Cup in Qatar, the former Benfica starlet is ready to make the move to the English top flight division.
